I. OBTAINING PROPERTY TAX RELIEF

When properties are damaged, like those in the San Bruno Pipeline Explosion, homeowners may apply for Calamity Forms through a program administered by the County Assessor. This Program helps a property owner lower their property taxes if the property has been damaged or lost. The property tax relief continues until the property is completely replaced or repaired.

Blue/Red tagged properties do NOT need to submit a Calamity Form. The Assessor’s Division has done this for you.

Calamity Forms are available at www.smcare.org or at:

You do not need to file a claim form; it has been done for you. Your tax bill will only reflect the value of the land. The Tax Collector will adjust your taxes accordingly.

Property owners are still responsible for the taxes on their property prior to the fire and for the taxes on the land itself.

My property was seriously damaged (yellow tagged).
A Calamity Form is being mailed to you.  Please complete it as soon as possible.   If you have questions, please don't hesitate to contact Joel Morris at jmorris@smcare.org or (650) 599-1921. You may submit your completed paper form by fax, mail or deliver it in person to the Assessor's Division.  The contact information is below:

Claims must be filed within a year of the date of the fire, but the sooner the claim is made, the sooner we can advise the Tax Collector of any adjustments that need to be made. They will begin to prepare the property tax statements in the near future.

My property sustained damage but it is livable (green tagged).
If the damage sustained by your property is $10, 000 or more, please complete the online Calamity Forms as soon as possible. Personal effects, household furnishings and business inventory do not qualify for property tax relief.

II. OBTAINING PROPERTY TAX RELIEF THROUGH THE DECLINE IN MARKET VALUE/PROPOSITION 8 PROGRAM

The Decline in Market Value program authorized under Proposition 8 provides property owners with temporary property tax relief when the market value of a property falls below its assessed value. The program works two ways. Property owners may initiate a request for a review OR the Assessor can initiate the review of all properties in a given area to determine if an adjustment is warranted.

Effective January 2011, the San Mateo County Assessor-County Clerk-Recorder's Office, Assessor's Division will review all of the properties in the Glenview neighborhood at no charge to the property owners.  Every property owner will be advised individually of the results of the review. Please, do not pay a private company to submit a request for a Decline in Value Review for you.  These are already scheduled and will be conducted for free.  (All reviews conducted by the San Mateo County Assessor-County Clerk-Recorder's Office, Assessor's Division, whether individually requested or identified by the Assessor are free).  Save your money!
